Peel the two heads of garlic and slice the cloves into thin slices. Remove the stems from the chilies.
Put half a cup of olive oil in a pan over medium heat and add the garlic. Lower the heat a little and fry the garlic for a couple of minutes without letting it burn.
Add the chilies and fry them for five minutes stirring constantly so they do not burn too much. Season with a half teaspoon of salt.
Pour everything in a glass or metal container and let it cool down. Once it has cooled put everything in the blender and grind it until you get the desired consistency. If necessary add more olive oil.
